Elizabeth Abigael Ngoye is a seasoned development management professional with over twenty years of senior leadership experience across program management, monitoring, evaluation and learning (MEL), business development, and strategic partnerships. She currently serves as Program Director at CARE Tanzania, where she oversees the design, quality, and delivery of the country program’s portfolio, strategic planning, resource mobilization, and partnerships with government, donors, private sector and civil society.
Elizabeth’s career spans in supporting local and international organizations including the United Nations Capital Development Fund, EngenderHealth, TechnoServe, Worldwide Fund for Nature (WWF), E+Co, Africare, and TaTEDO, where she has led results-oriented programming in reproductive, maternal, newborn and child health, HIV/AIDS, natural resources management, sustainable investment, agriculture, and clean energy. She has built and strengthened MEL systems, data platforms, and quality assurance frameworks that have improved evidence-based decision-making across multi-country and multi-donor programs.
A skilled proposal writer and fundraiser, Elizabeth has helped secure major awards from donors such as USAID, FCDO, the EU, NORAD, SIDA, DANIDA, and the Mastercard Foundation, including landmark programs like UNCDF’s EU-funded CookFund Program (Euro 19.4 million), WWF’s Coastal East Africa Initiative (US$20 million) and EngenderHealth’s FCDO-funded Scaling Up Family Planning program (US$19.8 million).
Elizabeth holds a Master of Business Administration from the University of Dar es Salaam, a Master of Science in Environmental Sciences from the University of Dar es Salaam, and a Bachelor of Science in Agronomy from Sokoine University of Agriculture. She is a published researcher and a recognized coach practitioner in project and program management standards.
